DESCRIPTION
X = [MIN(U,V),MAX(U,V)]
The routine CONSTRUCTV_I constructs an interval vector X from two
floating point vectors U and V such that all vector X entries Xi con‐
tain the interval [MIN(Ui,Vi),MAX(Ui,Vi)].
The routine returns immediately if N is equal to zero.
