This release implements the MPI 1.2 standard, as documented by the MPI
Forum in the spring 1997 release of MPI: A Message Passing Interface
Standard.
DESCRIPTION
The MPI_Op_create routine creates a user-defined combination function
handle. This routine accepts the following parameters:
function Specifies the user defined function (function).
commute Specifies whether the function is commutative. Value is true
if commutative; false otherwise.
op Returns an operation (handle).
